AI mini PC (Ryzen AI Max+ 395, 128GB) for local AI in Malaysia and Singapore: what to buy

Mini PCs built on AMD's Ryzen AI Max+ 395 can hold large language models in 128 GB of shared memory for far less than a GPU rig. They have also roughly doubled in price this year. This guide shows what to compare, what to ask, and what the paperwork looks like in Malaysia and Singapore.

Facts last checked 24 October 2026

Why this chip, and who it is for

The Ryzen AI Max+ 395 (often called Strix Halo) puts the CPU and GPU on one package that share one pool of soldered memory. With 128 GB, a 70-billion-parameter model quantised to 4 bits needs roughly 40 GB before context, so it fits with room to spare. That is why 2026 guides name Strix Halo the main option for local models under about USD 4,000.

  • Good fit: developers and small teams running local models for private documents, code assistants or internal search, where data should not leave the office.
  • Good fit: universities, schools and labs that need several inexpensive test nodes.
  • Poor fit: people who only chat with small models, or who need maximum speed on one small model. A discrete GPU can be faster for that.
  • Honest limit: we have not benchmarked these machines. Speed in tokens per second varies by model, quantisation and software, so check published benchmarks for your exact model.

What they cost on the street today

Prices follow memory, not the chip. The soldered 128 GB of LPDDR5X is most of the bill of materials, and DRAM contract prices rose sharply through 2026, although the rate of increase is slowing. TrendForce's roundup of 23 September 2026 shows contract price rises of about 93 to 98% in the first quarter, 58 to 63% in the second and 13 to 18% in the third, with the fourth forecast at 10 to 15%.

64GB or 128GB, and what else to check

  • Memory: choose 128 GB if you want 70B-class models with a long context or two models loaded; 64 GB works for smaller models and tighter fits. Memory is soldered, so you cannot upgrade later.
  • Memory speed: boxes with the same chip differ in LPDDR5X speed. Ask for the exact speed, because it affects model speed.
  • Storage: 2 TB is comfortable; models are large files.
  • Cooling and noise: ask for sustained-load noise, not only idle.
  • Operating system: Windows 11 Pro is common; if you plan to use Linux, check driver and software support for the exact software you use.
  • Warranty: ask where repairs go, who pays freight each way, and whether the invoice is in your company name. A 12-month warranty with repairs overseas can mean weeks without the machine.

Waiting rarely pays this year. Dell, Lenovo and HP raised business PC prices by 15 to 20% between December 2025 and March 2026, GMKtec's store banner on 24 October 2026 warned of another rise, and Micron expects supply to stay tight into 2027. If you need it, buy once, and keep orders small.

Approvals, tax and warranty in Malaysia and Singapore

  • Radio approvals: a mini PC with Wi-Fi and Bluetooth is communications equipment. In Malaysia it needs SIRIM and MCMC approval, and MCMC seized uncertified equipment worth about RM2 million in June 2026. In Singapore, IMDA equipment registration applies, normally by self-declaration with test reports kept for five years. Ask any seller for the documents.
  • Malaysia tax: import duty on computers is often 0% under the Information Technology Agreement, but we use a tariff aggregator, not the official schedule. Sales tax is 5% or 10% by HS code and is charged on CIF plus duty; the rate for this exact line is not confirmed.
  • Singapore tax: GST is 9% on CIF; a GST-registered business can claim it back.
  • Evidence for other markets: CE and UKCA documents are required in Europe and the UK. We hold listings for any market where that evidence is missing.

A buyer checklist

  1. Ask for the exact CPU, memory size and speed, and storage in writing.
  2. Ask for the price validity date; memory-driven prices are being re-quoted.
  3. Ask for radio documents (SIRIM or IMDA path) and the warranty route.
  4. Add shipping, duty and tax to the goods price, then compare with the street price including your local tax.
  5. Pay by a traceable route and verify bank details by a voice call on a number you looked up yourself.

On SlayDots, shipping, duty and tax are invoiced at actual cost after the goods reach our hub, with an estimate shown first. The estimate is not a cap. If a product shows a quote button instead of a price, no approved price exists yet.

Frequently asked questions

How much does a Ryzen AI Max+ 395 128GB mini PC cost?
On 22 October 2026 US listings for 128 GB models ran from about USD 3,400 to 4,350. Two Singapore marketplace listings showed SGD 4,299 and SGD 5,550. Prices have roughly doubled since June 2026.
Is 64GB enough for local AI?
It runs smaller models and tight fits of larger ones. For 70B-class models with long context, 128 GB is more comfortable, and memory cannot be upgraded later.
Do I need SIRIM approval in Malaysia?
Devices with Wi-Fi or Bluetooth are communications equipment and need SIRIM and MCMC approval. Ask the seller for the certificate.
Will prices fall soon?
DRAM price rises are slowing but still positive, and suppliers expect tight supply into 2027. Do not count on a drop in 2026.
Can I claim the tax back?
In Singapore a GST-registered business can claim import GST. In Malaysia most small businesses cannot claim sales tax on imports.
